His managerial experience as an agency executive included guiding the TEA through two major reductions-in-force and subsequent re-organizations. He also led the financial and operational transition of folding two former stand-alone state agencies into the agency, including the reintegration of the State Board for Educator Certification. He understands every aspect and angle of Texas state government operations: human resources, contracting and procurement, organization development, finance, accounting, information technology, grants management, external relations, rule making and risk assessment.
